Preheat oven to 425°F. Mix flour, sugar, baking powder, and salt.
Cut in butter until mixture resembles coarse crumbs.
Stir in buttermilk until just combined.
Roll dough into a 12x8-inch rectangle on floured surface.
Mix brown sugar and cinnamon, sprinkle over dough.
Roll up tightly from long side and cut into 12 slices.
Bake 15-18 minutes until golden.
Beat cream cheese, powdered sugar, milk, and vanilla until smooth.
Drizzle icing over warm biscuits.
